Attached is a copy of the PDF from the April 25, 2002 Board of Supervisor Hearing in which both the Lake Mathews COI # 16 and the Woodcrest COI # 17 were approved.  There was an overlapping of the two COI's which LAFCO had hoped to merge the two communities together into one COI.  A vote of the Lake Mathews RAGLM members showed the community did not want to merge together with the Woodcrest COI due to their smaller lot sizes they were concerned would have opened the door to bring such smaller lot sizes into the Lake Mathews area.  Others in the community wanted the merger in order to have the business area of Woodcrest become the financial support source for the merged COI's as they moved forward toward cityhood with a rural charter.  The two COI's were not merged into one and about a year later the county pulled all by two or three COI's.
