I have several questions about this plan. Does it violate the California Constitution? (Sec 17: Cruel or unusual punishment may not be inflicted or excessive fines imposed.)
Also Sec 1: All people are by nature free and independent and have
inalienable rights. Among these are enjoying and defending life and liberty, acquiring, possessing, and protecting property, and pursuing and obtaining safety, happiness, and privacy. (Think of the wife of a prisoner who suffers because the house goes into foreclosure as result of the prisoner's incarceration.)

What if someone is a married homeowner and the county places a lien on community property? Can the wife and kids be thrown out into the street because the husband is in jail? Will this create more foreclosures in Riverside county because of the $4000/mo due to Riverside county for the stay of a prisoner?

What about someone who is wrongfully imprisoned and loses everything, including their family?

Ponderable: Does Code Enforcement have powers of arrest or only power to fine?
