Nothing that I read in the bill, appears to restrict it to care of horses.   It appears to me as if it applies to all animals?

I am involved with several groups who are watching legislation that would affect animal ownership and vet practices. Here is one specifically for horses. Please forward to your horse friends if you agree. Then contact our Senator Bill Emmerson and let him know. They have to hear from the public to know that we do not support the bill.

To all my horse owner friends,

A few days ago, I forwarded some very important information regarding a Senate Bill that is going to be proposed this coming Monday. If you agree with this bill, do nothing, but if you don't agree, your action is needed to stop it.

The voting process is very simple. If you live in Riverside County, your senate representative is Bill Emmerson. He has a simple form on his site for voting on issues. Just click this linkhttp://cssrc.us/web/37/contact_us.aspx

Then all you have to do is enter your information, select the topic from the drop down, which in the case is SB 697 2010 - Veterinary Medicine, and select Oppose. That's all there is to it -- It takes exactly 1 minute.

Please pass this along to all your horse friends and equine professionals so none of us will loose our right to choose the best animal care for their needs.

Here is the letter that explains what the bill is about:

Attention all horse owners:

California Senate Bill 697, sponsored by Bill Emmerson of District 37 and supported by the California Veterinary Medical Association (CVMA) and the Veterinary Medical Board (VMB), is an attempt to undermine, discredit, and make illegal all independent non-veterinary animal professionals. The CVMA and the VMB convinced legislators that California animal owners and the CVMA need this emergency bill in "the best interest of the client." In an effort to arbitrarily remove your right to choose your own non-DVM practitioner, they tried to sneak this by the owners of horses, dogs, cats, cattle and other livestock.

If this bill passes, California animal owners will no longer have a right OR ability to select and employ equine chiropractors, massage therapists, body workers, dental practitioners, acupuncturists, or other holistic care providers who are not DVMs. SB 697 not only affects the equine community, but every animal practice that falls under the over-broad definition of "veterinary medicine." Even cattle and livestock owners will feel the heel of over legislation from this bill.

The CVMA and the VMB are categorically eliminating anyone who provides a service that the veterinary board claims falls under an over-broad definition of veterinary medicine. The vague language included in this bill creates legal consequences for anyone that provides any non-veterinary services through injunctions and criminal prosecution.

This bill attacks the following equine occupations:

· Equine Dental Maintenance

· Equine Chiropractors

· Equine Massage Therapists

· Equine Body Workers

· Equine Acupuncturists

This bill protects veterinary employees and allows them to perform many of these services without a license, proof of training, or formal education. The CVMA and VMB are trying to control and monopolize all areas of equine and small animal care. Under SB 697, an independent contractor floating horse's teeth under the direct supervision of a licensed DVM, as the California Practice Acts requires, can be persecuted by the California Board of Veterinary Medicine. According to SB 697, even practicing free speech by advertising services could get a contractor arrested!

IF SB 697 passes there are three losers:

· Veterinarians, who will not be able to use their educated discretion to recommend and use the services of the people they think most capable.

· Owners will feel the oppression of yet another law reducing their freedom.

· Horses, due to a documented shortage of rural veterinarians. There's just not enough licensed veterinarian's to treat large animals.

o Only 7% of graduating vets go into mixed practice.

o Only 2% go into dedicated large animal practice.

In equine dentistry, the "experts," veterinarians, receive a limited, typically elective, education in equine dental procedures. Veterinary colleges have responded to skilled non-licensed practitioners by offering more elective courses, some of which, historically, were taught by the very people they are now attempting to put out of business. This bill will put thousands of qualified and highly competent non-DVM providers out of a job! This affects real people who will no longer be able to support their families. Don't let this happen.

Many equine dental providers spend tens of thousands of dollars on specialized instruments and vocational equine dental courses. These courses concentrate on solid, hands-on experience. Most of them are run by veterinarians. All of them are run by individuals with decades of experience caring for horses.

SB 697 is about eliminating the options of animal owners. Monopolistic veterinarians, under the guise of consumer protection, continue to attack non-veterinary providers. Last session they tried to amend SB 1980 making certain animal care services practiced by non-DVM?s illegal. As a result of the actions of caring animal owners such as you, the bill was defeated. We need your help to defeat SB 697.

Say NO on SB 697! Contact your local senator immediately (link provided below)! Better, join us at the State Legislature in Sacramento on Monday, April 25th, 2011. We are told that each person attending is equal to 1,000 votes on a petition. Please do not allow them, with the stroke of a pen, to eliminate your right to choose. Thousands of jobs depend upon your action. Protect your right to choose what's best for your animals!
