Okay, so I met with Derek Kawaii at WMWD this morning.  They have a simple, acceptable answer for us.  We do have a way of getting emergency water here in Gavilan Hills.  I promised Derek that I would not disclose the location of this access.  He requests anyone wanting access to meet with him personally at his office at 14205 Meridian Parkway, Riverside, Ca 92518.  Just call him and set up an appointment (951) 571-7230.  He is happy to meet with you, discuss your situation and give you approval for access to the water.  Thank you so very much for all the replies and offers to help.

Make sure you ask John about the ground water extraction that Western is doing so they can replenish their supplies to "Manage Water More Efficiently" though I am sure somehow that will not make it to the conversation. The fact that Western has been granted the right to extract all the lost water they would have been given in the last 20 years. I wonder were your well water is going.

To all the residence of Gavilan Hills that live off of well water as your only source of water for you and your animals.
Last Saturday 11/12/16 our well started going dry.  We were not sure at first what was going on so we started calling Well Service companies.  Now this is a Saturday so we were not having much luck.  We finally found someone who could come out and tell us everything was working properly, the problem is your well is drying up.  Our 5,000 gallon water tank is almost empty at this point.  We have 17 horses and it’s a hot November day.  I cannot describe the stress I was and still am feeling from this news.  Now I started calling Water Truck Delivery companies.  Again, this is Saturday so no luck as it was getting later.  I woke up early Sunday morning and started making calls.  Thank God I was able to get someone to come out by 1:00 pm and deliver 2,500 gallons of water for $200.00. 
So the reason I’m sharing this story with you is this could happen to you and trust me it’s scary.  There are many of us here in Gavilan Hills who only have well water.    So I have contacted the General Manager of Western Municipal Water District and I am trying to get them to give us a Stand Pipe aka Overhead Fill or some way of having emergency water access available.  As I write this Mr. Rossi called me back and we are setting up a meet up here in Gavilan tomorrow to figure out where we could put this stand pipe or if we can use a fire hydrant. 
I would like to get a list of names, addresses and phone numbers to people here in Gavilan that live on well water.  I’m hoping the Water Department will work with me and I can get this done but in case we run into difficulties there is strength in numbers.  So please email, text or call me with your name, address and telephone number.
Also, please forward this, post it on local sites and/or send it to anyone you know up here in Gavilan on a well.
