Obviously, the grass does not need to be watered on a rainy day. I bet those working there would tell you that the building and grounds maintenence is contracted out and they have no control over the timers that run the sprinklers.
If the grass is being watered properly, those sprinklers go on 2-3 times per week in the winter because our normal winter rainfall is not enough to keep lawns looking nice. The question we should be asking is why are there grass lawns in a climate like ours? Put in some native drought tolerant plants and never water again!

The other question is: does County Code Enforcement have responsibility over improper water use?

It is currently raining and our tax dollars are being used efficiently. I sure am glad you or I would get fined for being a 'water waster'.
