As far as I know, anyone taking water from a hydrant must have a permit and a detachable portable water flow meter. If you don't see one, then call WMWD and get a licence plate number.
I often see one older pick up truck with a large white PVC tank transporting water and suspect he might be helping himself at our expense.

Agreed.  It does look fishy.  There are two different water trucks, both of which appear to be privately owned, that take the dirt road from El Nido, then to El Baquero and up and over the hill.  One of them makes what appears to be up to 3 trips a day.  They are obviously fully loaded because I can see the water splashing out the top of the tank.  I was under the impression that one needed a special key to access that water.

To the best of my understanding, it is there for the residents up Estelle Mt. that do not have water service. That being said, I have heard from some officials that it is also stolen by the illegal grows up the hill. Just another thing that the residents get to suffer for. Our rates increase and our usage is restricted while they spread the Sheriff dept. thinner and the water District does nothing about it. Love California. We were also informed last night that the Sheriff dept. budget has just been cut. Couple that with our guns being restricted and our state pouring criminals back to the County, you can only imagine which way things will go. Sorry for the grim outlook, just the facts.

Can someone explain who is allowed to take water from the hydrant on

Valley/Lake Matthews?  Seems people with huge water tanks there every  

week. Then leave it leaking. It looks fishy.
