Just wanted to ask - when was Sultana finally accepted into the county maintained system?

It has always been a county road easement and was "improved" by the residents within CSA 128 East.  And under Bob Buster, all of the other thoroughfares within CSA 128E were later accepted into the county maintained system.  Sultana and the cul-de-sacs were not, at that time.  I wasn't aware that Sultana had finally been accepted into the county maintained system (not the same thing as a county road easement).

Do you know when that was done (Sultana accepted into the county maintained road system)?  Were the cul-de-sacs also accepted?

In the past the county transportation department had been contracted by the residents to make the actual repairs, and that was done via the CSA, and the county was paid for the repairs by the residents, through special assessment funds collected annually for the CSA through our property taxes. We have also been required (at(at least under Supervisor Buster) to maintain liability insurance for Sultana and the cul-de-sacs (arranged through the county).

To my knowledge, that was still the case; if that has changed, that's great! (Maybe our annual CSA/property tax collections will decrease?).

Thanks for any additional information on when the county took over the maintenance (and not just contracted by the residents, and paid by them).

I just wanted to update you all on the coming project on Via Barranca. Last night WMWD came out to the community to meet with residents on concerns they have about this potential project. I first want to say that it was nice to see a good turnout from residents and I want to thank WMWD for coming to the community and not making us go to their facility to discuss this issue.

Reasons and Effects of Project:
  • They are going to add an inline underground pump to replace the tower on Capello. This is due to the lack of structural integrity of the tower in case of potential future failure.
  • They stated that no one will see any pressure changes in their existing water lines.
  • This project was originally proposed to begin in Oct. but will most likely now begin in January due to scheduling and the coming holidays. This will be a 120 day contract period but may be completed prior to that time period.
  • Work hours will be between 7 a.m. - 5 p.m. no weekends
  • They will be installing two antennas one to send signals of flow etc. and one as a repeater  just down the road to get over the hill. These will be microwave common 900 Mhz.
  • SCE will also be putting power in from across the street so they may be present during this period.

Residents Concerns:
  • Concerns of paving between the existing road and the project area. This will leave no passage for horses. WMWD stated that this was a County easement area and no horse trail is dedicated there.
  • Potential damage to Sultana from large construction vehicles as Sultana is maintained by the residents but is not a County spec road. WMWD assured us that if they damage any roads they will repair them back to what they are now.
  • Traffic mitigation due to this being a small dangerous road. WMWD assured us that they will have traffic mitigation so residents can pass safely. There may be a small wait as trucks may be moving back and fourth but all should go smoothly. I would advise if you use this road to travel you leave a little earlier than required during this construction period.

I will pass on the drawings and detailed information as soon as I get them from WMWD. Thanks again for all of you who came out and expressed your concerns.

Just letting you all know about a proposed construction project that will last from Oct. - Jan. and will affect all of those on and directly around Via Barranca. A public meeting will be held this Thursday night at the pumping station on the corner of Multiview and Emelita.
