Below is a link to the County General Plan-Land Use Map of 2003.  The county is currently revising the General Plan, as required every Five (5) years.  They expect to sign the new General Plan into effect this year.  New "Commercial" will be coming into our area, under the counties new "Rural Commercial" planning.  You'll want to compare this plan to the new one they will present to the residents of Riverside County for approval in the near future.
You will also want to keep an eye on and compare the zoning changes that will come with the revised General Plan.  Area Plans are another thing you will want to look at, as they have things like "Special Districts" that will  allow those areas within an already given community a "Special" county planning status and will change over the next General Plan period, as the county plans out that area.  El Sobrante had been given a "Special Planning" or "Special District" status, but last I heard, it was pulled off the table at the General Plan Advisory Committee hearings.
