BROWN'S PLAN TO NIX REDEVELOPMENT AGENCIES NIXED BY REPUBLICANS, DEMOCRATS COMPROMISE ON HOLD PENDNG SUPREME COURT RULING

Broen's proposal to end Redevelopment as we know it failed to pass both houses of the Legislature in March and was never brought up again. In May, two bills--AB-26 & 27--were introduced by Democrats as a compromise with Republicans to gain their support, Together, they enabled California's 400-odd active CRA's to avoid being shut down if they paid a $1. 7 billion bounty to the State by Jan 15, 2012 that would restore revenue diverted to Redevelopment from local schools and essential city and county services, Both bills passed both houses of the Legislature in June and were signed into law by the governor. By Aug. 11 the League of California Cities and California Redevelopment Association managed to convince the State Supreme Court to order a stay on the bills pending a review of their constitutionality. The court also froze all CRA operations (no new debt, no new projects, stop projects underway, ect.) and promised to announce their decision in January before the first payment is due. Most CRAs have already notified Sacramento of their intentions to pay up and are meantime proceeding as if the bills were in effect so that if they are upheld they can continue to operate without interruption. The outcome is uncertain, but unless the court decides to declare the entire Redevelopment Law unconstitutional, it won't matter what they do. If they squash the bills, it will be business as usual for Redevelopment in California. If they uphold the bills, the law will only be changed a little and the corporate welfare-eminent domain abuse machine will be chugging away merrily as if nothing had ever happened. NORTHERN CALIFORNIA CONFERENCE ON REDEVELOPMENT ABUSE SET FOR SATURDAY, OCT. 22 AT SAN FRANCISCO AIRPORT'S CROWNE PLAZA

Speakers include Assemblyman Chris Norby, Fullerton City Councilman Bruce Whitaker, attorney Chris Sutton of Pasadena, attorney Ashley Titus of Sacramento, and analyst William Weber, a local government consultant to the California State Assembly.
